Zheng, ranked No 7, will face the winner of the match between Croat Donna Vekic, the No 24 seed, and American Peyton Stearns next.
Earlier in the tournament, the 21-year-old Chinese beat American wildcard Amanda Anisimova (4-6, 6-4, 6-2) and Russian Erika Andreeva (6-7 (3), 6-1, 6-2).
Niemeier, ranked No 101, edged out Ukrainian Dayana Yastremska, the No 32 seed (6-4, 6-7 (3), 6-4) and defeated Japanese Moyuka Uchijima (6-4, 6-0) in the previous rounds.
