The National Council on Problem Gambling (NCPG) has formed its Tribal Advisory Council as a proactive measure to address gambling-related issues in Native American communities. In order to ensure that both native communities and non-natives benefit from culturally sensitive approaches, the leading nonprofit organization is launching this program to enhance cultural knowledge surrounding gaming behaviors among native populations. The Council members will honor the sovereignty and cultural background of Native American tribes while lending their knowledge to support NCPG’s initiatives.
Keith Whyte, Executive Director of NCPG, emphasized the organization’s commitment to neutrality, collaboration, respect, and credibility in its partnership with tribal communities. He highlighted the importance of listening, learning, and sharing knowledge to mitigate the social impact of gambling addiction and promote overall health and wellness across all communities.
“We value our relationships and partnerships, which form the foundation of this innovative initiative,” Whyte stated.
The Tribal Advisory Council includes prominent figures from the tribal gaming sector, such as Raquel Buari from Four Winds Casinos, Jacob Coin from the San Manuel Tribal Council, Shannon Dictson from the Responsible Gaming Association of New Mexico, Ray Pineault from Mohegan, and James Siva from the California Nations Indian Gaming Association. These leaders bring extensive experience and insights crucial for addressing gambling issues within their respective communities.
Valerie Spicer and Sheila Morago, leaders at Trilogy Group, will facilitate the Council’s activities, drawing from their combined 50 years of experience in government relations, business enterprises, and tribal gaming. Spicer emphasized the significance of tribal gaming within the broader industry and the Council’s role in addressing community impacts effectively.

The Council will play a pivotal role in NCPG’s upcoming National Conference on Gambling Addiction and Responsible Gambling, scheduled for July 17-19, 2024, in San Diego, California. This event will provide a platform to discuss and advance strategies for promoting responsible gambling practices and supporting affected individuals within native communities.
